Welcome to the greatest place for scrollers....
Luan is basically crap wood. It's used for floor underlayment, and basically gives a good leveling for hardwood or laminate flooring. It's not so good for scroll work...Too brittle...
Basswood is great...It can be used for all sorts of things, from carving to, you name it.
I use it for a nice tan color in my inlay work, as well as carving...

Rock and Scroll
I cut a Wolfe in a Basswood round I purchased at the local Hobby Lobby store. It cut very nicely. I am now cutting another project out of a larger basswood round, and so far, so good. I like the wood quite well. My wolfe pic is in my gallery, if interested in seeing it.
Just looking at The New Scroll Saw Handbook by Patrick Spielman and found a picture of this saw on page 47. Make is unknown and photo was submitted by a Henry Aldinger. Is submitted as an early electric scroll saw.
