There are lots of plans available on your favorite search engine.
The basic concept is very easy to do. It gets tricky if you want to tune them since each piece of wood sounds slightly different. You'll need to carve out the bottom of the tongues to match the appropriate tones. Do this gently: since everything is attached each change has a global effect.
Hopkin's Musical Instrument Design has a great section on this (only about a page on the tongue drums).
